The most repeated quote among the conclusions of this COP28 is that agreements and "viable conclusions" have been reached but, as in all the Climate Summits of previous years, the agreements or attempts at agreements are prolonged until long hours. Is there anything new with respect to previous Summits?

Well, this year the loss and damage fund has been set up, although it has not been very well received by the countries of the North. Although it is obvious, it is clear that there are gaps in the sources of funding, especially because these sources are not specifically detailed in the final wording.

The New Quantified Collective Benchmark, one of the major processes underway, is due to be completed at next year's summit in Baku, looking at issues such as current debt, fiscal space and ensuring that it does not harm the most vulnerable countries.

The lack of clarity in the language used in these texts concerns many countries, for example, in the absence of strong messages on the rejection of the use of fossil fuels.

Small island states are concerned about this lack of concreteness. The end of fossil fuel subsidies is mentioned, but is this enough if it is not backed up by an adequate legal and economic framework?

Much of the responsibility has been relegated to these countries and regions, but the role of companies or private entities is still unclear in the texts, although the door has been opened to this type of financing.
